Randy R. Smith is the Assistant Deputy Commandant (Security) for Plans, Policies and Operations; and the Director, Security Division. He is responsible to the Commandant, Assistant Commandant, and Deputy Commandant for Plans, Policies and Operations for providing direction, supervising development, articulating emerging concepts, and advocating Marine Corps policies and capabilities for all issues pertaining to Mission Assurance, Anti-Terrorism and Force Protection, Marine Corps Law Enforcement, Marine Corps Security Forces, Marine Security Guards, Homeland Defense, Critical Infrastructure Assurance, Physical Security, Counterdrug Support, all CBRN related issues, to include the CBRN Occupational Field, the Chemical Biological Incident Response Force (CBIRF), and Military Support to Civil Authorities for WMD Consequence Management, and Functional Area Management for DC, PP&O’s Information Technology portfolio.
Mr. Smith began his association with the Marine Corps as a Second Lieutenant and served over 25 years as a military police officer. During his career, he held a variety of command and law enforcement staff positions to include MP Watch Commander, MP Operations Officer, MP Company Commander, Provost Marshal, H&S Battalion Operations Officer, Security Officer for the Presidential Helicopter Squadron (HMX-1) and Battalion Commanding Officer. Since being assigned to Headquarters Marine Corps, Mr. Smith served within the Operations Division as Head, USMC Law Enforcement, Security & Law Enforcement Branch; and after retiring he has served as the Head, Mission Assurance Branch within the Security Division.
Mr. Smith received a Bachelor of Arts degree in Criminology from California State University, Long Beach, CA; and a Master of Science degree in National Security and Strategic Studies from The Naval War College, Newport RI. He is a graduate of the Federal Executive Institute "Leadership for a Democratic Society" program, was a Fellow in M.I.T.'s Seminar XXI: "Foreign Politics, International Relations and the National Interest," and a graduate of the Federal Bureau of Investigations’ National Academy (159th Session), their Law Enforcement Executive Development Seminar, and their capstone course, the National Executive Institute.
